Prohibits municipalities from charging wastewater fees for vacant land that does not have a wastewater connection or wastewater service.

Requires municipalities to prepare written reports with cash flow projections before increasing water or wastewater rates, and make reports available to the public at least 30 days before a public hearing.

Mandates a 60-day minimum period between adoption of a notice of intent to increase rates and the public hearing, with notice published in a newspaper at least 20 days before the hearing.

Establishes that all proposed and existing water and wastewater rate increases must be just and reasonable, with the increase becoming effective 30 days after adoption.

Restricts municipalities from assessing connection fees on new water or wastewater service for recovering costs of acquiring utility systems from public service corporations or other municipalities.
