Repeals a 2016 amendment to section 41-2501 of Arizona Revised Statutes that created an exemption for the Department of Child Safety (DCS).

Adds a new exemption for DCS contracts in three specific categories: family foster care providers, community services block grant recipients, and direct client referral services.

Clarifies that the direct client referral services exemption applies only to services provided directly to, for use by, or for the benefit of clients.

Reorganizes existing procurement code exemptions by renumbering subsections (former subsections I through NN become subsections I through NN in new order).

Maintains all other existing procurement exemptions for various state agencies and boards while making these technical and clarifying changes to the DCS exemption language.
