Adds Chapter 11.2 to Title 36 (Arizona Health Code) to prohibit discrimination against health care entities that decline to provide services intended to cause or assist in causing death, including assisted suicide, euthanasia, or mercy killing.

Defines "health care entity" to include health care institutions, health professionals, health care services organizations, hospital service corporations, and accountable health plans, plus their employees.

Prohibits any adverse action against health care entities exercising this right, including termination, demotion, denial of licenses, refusal of grants or contracts, or impediments to creating or expanding facilities.

Authorizes health care entities to bring civil actions in superior court for violations, with potential awards of actual damages, compensatory damages including emotional distress, court costs, attorney fees, and injunctive relief.

Clarifies the act does not recognize or create a right to assisted suicide, euthanasia, or mercy killing, and does not legalize any currently unlawful actions intended to cause death.
