Repeals and replaces the state personnel system framework in Title 41, Chapter 4, Articles 4 and 5, establishing new articles with updated definitions, powers of the director, and personnel administration procedures.

Modifies the state personnel board's authority to hear appeals of dismissals and suspensions over 40 working hours (reduced from 80), and changes the standard of review from arbitrary and capricious to a preponderance of evidence standard with agency director authority to accept, modify, or reject board recommendations.

Updates exemptions from covered state service to exclude certain high-level positions and employees appointed after December 31, 2006 at pay grade 24 or above, except certified peace officers and correctional officers.

Establishes a special market adjustments committee and system for determining salary adjustments for critical job classifications experiencing high turnover or below-market salaries.

Revises provisions related to military service leave, prohibited personnel practices, employee whistleblower protections, and procurement officer employment restrictions to clarify definitions and procedures.
