Permits state agencies to charge a convenience fee or service fee/surcharge on credit card transactions, but requires prior approval from the state treasurer and limits such fees to offsetting processing costs.

Prohibits convenience fees or service fees/surcharges on permits, licenses, vehicle registration, and driver licensing, unless alternative payment methods are available.

Requires state agencies to deduct discount fees and processing fees from transaction amounts before depositing net amounts into state funds, with exceptions for the Department of Revenue.

Modifies investment authority provisions for the state treasurer regarding repurchase agreements and securities lending collateral requirements.
