Amends section 48-1041 to authorize county boards of supervisors to pay for rural road improvement costs, including preliminary incidental costs.

Expands financing options for rural road improvement districts in section 48-1044 by allowing districts to issue improvement bonds payable over not more than ten years, in addition to general obligation bonds.

Clarifies that rural road improvement projects may be financed from bond proceeds, county contributions, state or federal grants, private contributions, and other available monies by law.

Bill became effective upon governor approval on May 22, 2017.
