Requires colleges to use college-approved textbooks, syllabi, and grading standards for dual enrollment courses and establish faculty advisory committees to ensure course goals and assessment standards match college-level offerings.

Mandates that dual enrollment faculty meet governing board requirements and that school districts ensure students are full-time high school students before enrolling in college courses, with an exemption for high school seniors who have met graduation requirements.
