Creates a special instant lottery game for school capital assistance, with all revenues deposited into the building renewal grant fund established by section 15-2032.

Revenues from the special instant game are not subject to standard lottery apportionment or distribution requirements under sections 5-555 and 5-572.

Amends section 15-2032 to allow the building renewal grant fund to receive monies from the new lottery game in addition to appropriated funds.

School facilities board shall distribute monies to school districts for building renewal projects including major renovations, system upgrades, and infrastructure costs.

Fund monies cannot be used for new construction, aesthetic remodeling, exterior beautification, demolition, routine maintenance, or projects in leased buildings.
