Establishes a special instant lottery game to provide assistance to veterans, with all revenues from ticket sales deposited into the veterans' donations fund established under section 41-608.

Revenues from the veterans lottery game are not subject to normal lottery apportionment or distribution requirements and are derived separately from other lottery operations.

Amends section 41-608 to include monies from the veterans lottery game (section 5-554) as a source of funding for the veterans' donations fund.

The special veterans lottery game operates concurrently with other authorized lottery games and follows the same separate accounting procedures as other special lottery games.
