Authorizes the Department of Administration to place a memorial in Wesley Bolin Plaza dedicated to commemorating Arizona veteran diversity.

Establishes that the memorial must follow procedures prescribed in Arizona Revised Statutes section 41-1363.

Prohibits the use of public monies for the memorial; all fundraising and costs for artistic design and construction are the sole responsibility of proponents, and the state may not facilitate fundraising or establish a state fund.

Section expires and is repealed on September 30, 2020.
