Amends the definition of "person injured" under the residential contractors' recovery fund to clarify eligibility requirements for property owners and residents.

Requires that residential property must be either noncommercial historic property or classified as class three property, and must be actually occupied or intended to be occupied by the owner as a residence.

Extends recovery fund eligibility to lessees who contract directly with residential contractors or indirectly with subcontractors, and to homeowners' or unit owners' associations for damages to common elements after builder or developer control transfer.

Applies only to injuries occurring on or after the effective date of the act (April 28, 2017).
