Amends Arizona Revised Statutes Section 23-236 regarding cease and desist orders in youth employment matters.

Modifies language in cease and desist orders to state that alleged violators are entitled to a hearing if requested in writing within twenty days of issuance.

Authorizes the commission to impose a civil penalty of not more than $1,000 against persons named in cease and desist orders.

Directs civil penalties collected to be paid to the general fund.
