SB 1490 Summary

• Establishes a manufacturer-funded large electronics recycling program requiring manufacturers of covered electronic devices (computer monitors, desktop/portable computers, televisions with viewable areas greater than 4 inches) to register with the Department of Environmental Quality and submit annual plans by January 1, 2018.

• Prohibits manufacturers and retailers from selling covered electronic devices in Arizona unless the device is branded and included in a manufacturer's filed recycling plan; manufacturers must pay annual registration fees determined by the department.

• Requires manufacturers to provide statewide collection services at no cost to consumers, including at least one collection site in every county and in cities with populations over 50,000, with staff and adequate hours to serve local needs.

• Creates a Covered Electronic Devices Fund financed by manufacturer registration fees, gifts, grants, legislative appropriations, and up to $500,000 annually from the existing recycling fund, to be used for program implementation and enforcement.

• Establishes the Department of Environmental Quality responsibilities to maintain a public website listing compliant manufacturers, review plans, advertise collection opportunities, and issue biennial reports to the legislature; program sunsets July 1, 2027.
