School districts and charter schools must adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2018, though they may deplete existing products first.

School districts and charter schools may delay compliance by providing annual written notification that adopting a green cleaning policy is not economically feasible (defined as resulting in any increased cleaning costs).

State agencies, universities, school districts and community college districts must purchase at least ten percent of their energy from green sources by July 1, 2022, and existing state buildings over 50,000 square feet must conform to LEED standards by that same date.

The Arizona Commerce Authority must establish a loan program with at least ten million dollars to finance energy and water efficiency measures for state agencies, cities, towns, counties and political subdivisions, with interest rates set to recover administrative costs.

A Green Public Schools Task Force is established to identify retrofit procedures, recommend a model green cleaning policy, and make financing recommendations, with a report due November 1, 2018, and the task force repealing December 31, 2018.
