SB 1503 Summary

• Requires the legislative council's executive director to prepare a racial impact statement upon written request by any legislator analyzing how a bill would affect distinct racial or ethnic groups.

• Racial impact statements must analyze disparate impacts in eight areas: criminal justice, public health, education, public welfare, consumer protection, voting rights, child protective services, and housing.

• Prohibits bills for which a racial impact statement has been requested from being scheduled for a third or final reading vote until the statement is issued.

• Requires the executive director to issue the racial impact statement to the requesting member and notify the chief clerk of the house and secretary of the senate within 15 calendar days of the request.

• Defines "distinct racial or ethnic group" as any race or ethnic origin category identified by the United States Census Bureau in the most recent decennial census.
