Prohibits the board of supervisors from granting applications for toll roads that would be converted from publicly funded or maintained streets or highways.

Amends Arizona Revised Statutes section 28-6803 to add a new condition preventing toll road franchise approval if the proposed toll road will be converted from existing public infrastructure.

Amends Arizona Revised Statutes section 28-7705 to prohibit the Arizona Department of Transportation from entering into public-private partnership agreements that allow conversion of existing publicly funded or maintained streets or highways to toll roads.

Prohibition applies to all traffic management strategies including general purpose toll lanes, high occupancy vehicle lanes with toll options, and congestion-based pricing schemes.
