Amends Arizona Revised Statutes Section 28-2408 regarding special license plates for hearing impaired persons.

Replaces reference to "American speech, language and hearing association" certification with requirement that audiologists be "licensed pursuant to title 36, chapter 17" (Arizona state licensing statute).

Maintains existing provisions requiring the department to issue special plates and removable placards to hearing impaired persons at no additional charge.

Defines "hearing impaired person" as someone unable to hear and understand normal speech in optimal listening conditions who provides a certificate from a licensed physician or state-licensed audiologist.
