Amends Laws 2016, Chapter 126, Section 7 to modify vehicle wash system appropriation from $5,530,000 for ten systems to $2,344,800 for six systems, with remaining $3,185,200 distributed to counties (33.231%), cities/towns (48.097%), large cities over 300,000 population (5.247%), and large counties over 800,000 population (13.425%).

Appropriates $8,300,000 to Department of Administration ($5,700,000 general fund, $2,600,000 capital outlay stabilization fund) for state building renewal and maintenance projects for fiscal year 2017-2018.

Appropriates capital outlay funds for multiple projects: State Department of Corrections $5,464,300, Arizona Game and Fish $530,000, State Lottery $122,200, Department of Transportation $4,732,300, plus $1.1 million for deicer buildings, $4 million for Safford equipment service shop, and $240,000 for Tempe impound storage yard improvements.

Appropriates $5.3 million to Arizona State Parks Board ($4 million for Rockin' River Ranch state park, $1.3 million for other capital improvements) and $1.45 million to Department of Corrections for locking systems replacement at prison facilities.

Appropriates $315.286 billion for statewide highway construction and $24.555 million for airport planning and development from state highway and aviation funds for Department of Transportation in fiscal year 2017-2018.
