Amends military installation fund procedures to require department of emergency and military affairs to submit proposed awards to the joint committee on capital review before distribution and directs legislature to review distribution formula at least once every four years.

Creates highway damage recovery account as separate account in state highway fund to collect and use monies received for damage to state highways and property, subject to legislative appropriation.

Establishes Arizona job training fund administered by authority with minimum 25% allocation to small businesses (fewer than 100 employees) and minimum 25% to rural area businesses, with maximum single grant of $1,300,000 and sunset on June 30, 2022.

Sets capital outlay stabilization fund rental rates for fiscal year 2017-2018 at $13.08 per square foot for office space and $4.74 per square foot for storage space.

Exempts department of administration from rulemaking requirements through July 1, 2018 to allow risk management agency deductible increase from $100 to $2,500 for agencies with budgets exceeding $1,000,000.
