SB 1526 Summary

• Amends section 42-5304 to direct the first $1,800,000 of net revenues from water quality fees to the safe drinking water program fund, with remaining revenues going to the water quality assurance revolving fund.

• Establishes the safe drinking water program fund under section 49-360 to be administered by the director and funded through deposits from water quality fee revenues for department program costs.

• Authorizes various fund transfers and spending in fiscal year 2017-2018, including up to $336,000 from the Arizona water protection fund, $692,100 from the off-highway vehicle recreation fund, and $6,531,000 from the underground storage tank revolving fund.

• Limits the state general fund appropriation to the water quality assurance revolving fund to $2,823,600 and appropriates $10,713,300 from four other state funds (emissions inspection, air quality, permit administration, and recycling funds) to supplement it.

• Permits the director of environmental quality to maintain fiscal year 2016-2017 vehicle emissions testing fees and allows the director of water resources to increase fees up to $100,200 in fiscal year 2017-2018 without rulemaking requirements.
