Modifies AHCCCS contractor requirements to intervene when members seek emergency department care four or more times in six months, with annual reporting to the administration on intervention activities and emergency department use patterns.

Adds occupational therapy as a covered outpatient health service, adds emergency dental care coverage (up to $1,000 annually for adults 21+), and renumbers several existing covered services in the AHCCCS program.

Establishes fiscal year 2017-2018 county contribution amounts for acute care services, long-term care system, and sexually violent persons commitment costs, with state treasurer withholding authority for non-payment from state funding sources.
