Removes eligibility restriction for community college districts located in counties with populations of 750,000 or more to receive state aid for science, technology, engineering and mathematics and workforce programs.

Requires Arizona Board of Regents to conduct comprehensive cost studies every five years beginning December 15, 2017, detailing actual costs of educating full-time resident undergraduate students, including instructional fees, program costs, faculty and administration expenses, and tuition allocation.

Requires Arizona Board of Regents to submit annual cost containment reports beginning July 1, 2018, demonstrating actions taken by each university to contain increased attendance costs for full-time resident undergraduate students.

Establishes Arizona Teacher Academy at universities under Arizona Board of Regents jurisdiction, providing annual tuition and fee waivers for full-time students in exchange for commitment to teach one school year in Arizona public schools for each year of waiver received.

Permits fiscal year 2017-2018 financial aid trust fund matching requirement to be less than the standard two-dollar state match per dollar raised through student registration fee surcharge.
