Urges Congress to amend the Wild and Scenic Rivers Act to require congressional approval plus state, county, and local approval before designating a river as wild, scenic, or recreational.

Expresses concern that river designations under the current Act limit economic growth in local and rural communities by restricting water and development opportunities.

States that current designations infringe on private property rights by preventing landowners from using their land inconsistently with the Act and limiting agricultural and forestry practices.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the United States Senate, the Speaker of the United States House of Representatives, and each Arizona Member of Congress.
