Urges the United States Bureau of Land Management to coordinate and consult with all affected stakeholders, including state and local elected officials and property owners, when developing Travel Management Plans affecting Arizona.

Identifies over 45 Travel Management Areas in Arizona and a small portion of Southern California located on BLM-managed land that the agency plans to complete between 17 and 21 Travel Management Plans for over the next three years.

Directs Arizona's Secretary of State to transmit copies of this memorial to the President of the United States, the BLM Director, the BLM State Director in Arizona, and all Members of Congress from Arizona.

Applies to Travel Management Plans that will analyze approximately nine million acres and 28,000 miles of roads, primitive roads, and trails in the state.
