Argues monument designations negatively impact the Arizona Game and Fish Department's ability to manage wildlife, develop water resources, restore habitat, and perform wildlife translocations.

Claims monument designations harm Arizona's economy by restricting outdoor recreation activities that generated $2.4 billion and supported 27,000 jobs in 2011, and interfere with wildfire mitigation, grazing, and natural resource management.

Directs Arizona's Secretary of State to transmit copies of the memorial to the President, Congress leadership, and all Arizona members of Congress.
