Proposes amendment to Arizona Constitution Article XI, Section 3 to modify the composition of the State Board of Education by replacing the superintendent of public instruction as an automatic member with the requirement that each county school superintendent serve on the board.

Removes several current board positions including the state university/college president, community college district president/chancellor, charter school owner/administrator, high school district superintendent, and classroom teacher.

Keeps four lay members appointed by the governor with senate consent, along with the superintendent of public instruction as an appointed (rather than ex-officio) position.

Allows current board members serving on the effective date to continue serving until their terms expire.

Directs legislative council staff to prepare conforming legislation for the 54th legislature and requires submission of the amendment to voters at the next general election.
