Proposes amending Arizona Constitution Article IV, Part 1, Section 1 to require initiative and referendum signatures to be gathered from each legislative district rather than statewide.

For statewide initiatives, changes requirement from 10% of qualified electors statewide to 10% from each legislative district; for constitutional amendments, changes from 15% statewide to 15% from each legislative district.

For statewide referenda, changes requirement from 5% of qualified electors statewide to 5% from each legislative district.

Local ballot measures for cities and towns maintain existing signature thresholds (15% for initiatives, 10% for referenda).

Proposition requires voter approval via the next general election before becoming effective.
