Arizona Legislature opposes the Bureau of Land Management's Planning 2.0 rule issued December 1, 2016.

Planning 2.0 rule shifted assessment focus from local economic impacts to broader resource, environmental, ecological, social and economic conditions, which threatens grazing and other multiple uses on BLM land.

Rule reduces state and local government influence by removing Federal Land Policy and Management Act requirements for meaningful involvement of state and local governments in BLM land use decisions.

Rule shortens public comment periods from 90 days to 45-60 days depending on the planning stage, reducing transparency despite BLM claims of improving it.
