Amends Arizona Revised Statutes sections 32-1131 and 42-12006 to expand the definition of "person injured" under the residential contractors' recovery fund to include owners of class six property.

Adds a new paragraph 9 to section 42-12006 establishing class six property classification for real property used as an owner's primary residence if the owner qualifies for property valuation protection under Arizona Constitution article IX, section 18, subsection (7).

Restricts class six property eligibility to individuals who do not own or have any legal, equitable, beneficial, or security interest in any other real property, with limited exception for indirect interests through investment securities like mutual funds.

Excludes properties with a full cash value of $600,000 or more from class six classification unless they already qualified for valuation protection as of December 31, 2018.

Values class six properties under this new paragraph at full cash value for tax purposes.
