Amends Arizona Revised Statutes Section 13-3405 to establish a civil penalty of up to $100 for possession of less than one ounce of marijuana not intended for sale.

Maintains felony classifications for marijuana possession, production, and transportation based on weight thresholds, ranging from class 6 felony (1 ounce to 2 pounds) to class 2 felony (various amounts depending on offense type).

Requires courts to impose mandatory fines of at least $750 or three times the marijuana's value (whichever is greater) for all marijuana convictions, with judges prohibited from suspending any portion of the fine.

Mandates community restitution hours as probation conditions: 240 hours for certain felony offenders below statutory thresholds and 24 hours for other felony violators; misdemeanor probationers must complete 8 hours of drug education instruction or 24 hours community restitution.

Denies suspension of sentence, probation, and pardon eligibility for those convicted under specified felony paragraphs until sentence completion, except as authorized under section 41-1604.07 or sentence commutation.
