Prohibits suspension or expulsion of students in preschool, kindergarten, and grades 1-2, except when required by federal law or for imminent threat of serious harm determined by school administration in consultation with a mental health professional (limited to 5 school days maximum).

Requires schools to promptly notify parents or guardians when a student in these grades is suspended or expelled.

Mandates schools provide intervention and support services to address student behavior, including positive behavior intervention and support, behavior intervention plans, support team referrals, IEP referrals, and community-based services.

Requires school districts and charter schools to remedy the impact of student behavior through appropriate intervention methods that may include restorative practices.

Defines "restorative practices" as whole-school conflict resolution and peacemaking conducted by trained staff that focuses on repairing harm, individual accountability, and building community safety and belonging.
