Requires all firearm sales or transfers to be conducted through a licensed firearms dealer unless both parties are already licensed dealers.

Licensed dealers must conduct background checks on purchasers or transferees pursuant to federal law (18 U.S.C. § 922(t)) and state/local law before transferring firearms.

Dealers may charge up to $20 to cover administrative costs for facilitating transfers, including applicable federal, state, or local fees.

Provides 11 exceptions including transfers to law enforcement, military, gunsmiths for repair, temporary loans at shooting ranges, lawful hunting/sporting loans, immediate family gifts, and temporary transfers to prevent imminent death or great bodily harm.

Establishes violation as a class 5 felony offense.
