Allows insurers to file up to six uniform percentage deviations that decrease or increase the statewide rate portion of their rating organization's workers' compensation rate filing.

Permits insurers to file subclassification rate-related rules that deviate from rules or schedule rating plans filed by their rating organization, but prohibits simultaneously applying both a deviation and a schedule rating plan to the same insured risk.

Requires deviations to be on file with the director for at least thirty days before becoming effective, though the director may authorize earlier effectiveness upon written application.

Specifies that paragraph 1 deviations expire on December 31 unless disapproved sooner by the director, while paragraph 2 deviations continue until the insurer withdraws or the director determines standards are no longer met.

Applies the amendments retroactively to all workers' compensation insurance rate filings made by insurers or rating organizations from February 28, 2018 forward.
