Expands the county school superintendent's role as a local education agency to include nonprofit and public libraries, tribal libraries, private schools, and tribal schools in addition to existing entities.

Updates gender-specific language in sections 15-301 and 15-302 by replacing "he" and "his" with "the county school superintendent" for neutral reference.

Authorizes county school superintendents to provide service programs and assistance to county free library districts, municipal libraries, nonprofit and public libraries, tribal libraries, private schools, and tribal schools within the county.

Allows school district governing boards to enter into intergovernmental agreements with counties, county free library districts, municipal libraries, nonprofit and public libraries, tribal libraries, private schools, and tribal schools.

Updates grammatical language in sections 15-362 and 15-365 to clarify that district libraries "are" rather than "shall be" free to pupils and that agreements "are" rather than "shall" be subject to certain statutory provisions.
