Amends section 28-2416 of Arizona Revised Statutes regarding alternative fuel vehicle special plates and stickers.

Allows the Department of Transportation to issue alternative fuel vehicle stickers (diamond-shaped) to vehicles that qualify for special plates under article 7, 8, or 13 or sections 28-2414 or 28-2514, enabling vehicles with multiple special plate types to display alternative fuel status.

Permits owners of alternative fuel vehicles with special plates or stickers to drive in high occupancy vehicle (HOV) lanes at any time without regard to occupancy level, except as provided in section 28-337.

Establishes a civil penalty of $350 for operating a non-qualifying vehicle in HOV lanes using an alternative fuel sticker, with penalties deposited in the state general fund.

Authorizes the department to limit or suspend issuance of alternative fuel vehicle special plates and remove HOV lane privileges when necessary pursuant to section 28-337.
