Amends Arizona Revised Statutes § 16-828 to regulate the use of proxies at political party meetings.

Limits state committee member proxies to qualified electors residing in the same county; limits county committee member proxies to qualified electors residing in the same precinct.

Restricts any qualified elector attending a meeting to voting no more than a total of two proxies.

Requires all proxies to remain valid only for the duration of the meeting for which they are given.

Mandates that every proxy be attested by a notary public or two witnesses.
