Amends Arizona Revised Statutes section 38-701 to redefine "state agency" as the agency designated by the governor to serve as the social security administrator for the state, rather than the Arizona State Retirement System Board.

Removes the Arizona State Retirement System Board's designation as the state agency responsible for administering the federal old age and survivors insurance system.

Transfers the social security administrator function to a governor-designated agency, allowing for flexibility in which state agency handles this federal compliance role.

Preserves all rules previously adopted by the Arizona State Retirement System Board under section 38-704 until amended by the newly designated state agency.

Enacted and approved by the Governor on March 27, 2018.
