Allows substitute teachers who demonstrate primary teaching responsibility in a classroom to count that time toward the required capstone experience for standard teaching certification.

Adds new subsection (j) to Section 15-203 regarding state board of education powers and duties.

Modifies existing teacher certification requirements to provide an alternative pathway for experienced substitute teachers to obtain standard teaching certificates.

Effective upon Governor's approval on April 3, 2018.
