Establishes a drug overdose fatality review team within the Arizona Department of Health Services with representatives from the Attorney General's office, health care cost containment system, Department of Economic Security, and other state agencies.

Directs the team to develop a data collection system for drug overdose fatalities, conduct annual analysis of causes and incidence, and encourage development of local review teams with standards and training.

Requires law enforcement agencies to provide unredacted reports to local drug overdose fatality review team chairpersons upon request.

Protects all information and records acquired by local review teams as confidential and not subject to subpoena, discovery, or introduction in civil or criminal proceedings, with exception for information obtained independently.

Shields members of local review teams and information presenters from questioning in legal or disciplinary proceedings about information presented to the team.
