Amends Arizona's ambulance service regulatory framework by modifying the certificate of necessity requirements and procedures in sections 36-2233, 36-2234, and 36-2236.

Establishes that fire district mergers or consolidations do not automatically expand existing ambulance service certificates of necessity; any expansion requires director approval and a separate determination of public need.

Requires public hearings for proposed service area expansions under existing certificates of necessity, unless the director waives the hearing under specific conditions with proper notification.

Allows the director to waive public hearing requirements when geographical changes to suboperation stations do not alter service areas or affect approved response times.

Clarifies that new geographic areas resulting from fire district mergers are not automatically included in existing certificates unless the service area boundaries are formally expanded through the amendment process.
