Amends Arizona Revised Statutes section 20-465 regarding fees charged by insurance producers in connection with insurance transactions.

Prohibits insurance producers from charging fees or service charges in addition to premiums unless the fee, specific services, and amount are disclosed in writing to the insured and the fee is reasonably related to actual service costs.

Removes the restriction on charging fees for life, annuity, long-term care, and medicare supplement insurance, allowing producers to charge fees for these types of insurance.

Exempts commercial insurance producers and surplus lines brokers from the fee restrictions in this section.

Grants the insurance director authority to order refunds and impose civil penalties if producers violate these fee requirements.
