Requires automatic voter registration for individuals applying for driver licenses or nonoperating identification licenses beginning January 1, 2019, unless the applicant affirmatively opts out.

Permits applicants to decline automatic registration, and requires that declination decisions remain confidential and used only for voter registration purposes.

Mandates that the Department of Transportation and Secretary of State adopt rules to implement automatic voter registration, including integrating license and voter registration application forms and transferring applicant information to county recorders.

Requires applicants to receive written statements detailing voting eligibility requirements, penalties for false registration, and confidentiality protections before registration.

Requires the Department of Transportation to transmit completed registrations to the appropriate county recorder within five days of receipt.
