Authorizes community college districts to offer college courses at high schools that count toward both high school and college graduation requirements, subject to governing board agreements and specified conditions.

Requires students enrolled for college credit to be high school juniors or seniors, with prerequisites and college placement policies enforced; allows colleges to waive class status requirements for up to 25 percent of enrolled students with established written criteria.

Mandates colleges report all exceptions to class status requirements annually to the joint legislative budget committee on or before December 1 (changed from October 1).

Specifies courses must be college-approved, transferable to Arizona universities or applicable to occupational programs; establishes faculty advisory committees to ensure course standards match community college offerings.

Requires faculty teaching dual enrollment courses to meet community college requirements and participate in college-led selection, orientation, professional development and evaluation processes.
