Amends Arizona law to broaden militia composition eligibility by removing the age cap of 45 years and the requirement that citizens be "able-bodied," instead requiring only that individuals be at least 18 years old and capable of acting in concert for common defense.

Authorizes militia members to privately purchase and possess firearms and equipment particularly suited for militia purposes, including semiautomatic handguns, shotguns, and rifles with various tactical attachments, magazines of any capacity, and ammunition, consistent with equipment used by U.S. Armed Forces or authorized by Arizona law enforcement.

Specifies that militia members may lawfully retain, use, and transport such firearms and equipment for all lawful purposes, though this does not restore firearm rights to individuals prohibited from possessing firearms under state law.

Clarifies that appropriations made to the National Guard shall apply to both the National Guard and the Arizona State Guard if the latter is established, with unexpended National Guard funds available for establishing and maintaining the State Guard.

Makes Section 26-121 amendments contingent on Arizona voters approving a constitutional amendment at the next general election to modify militia eligibility requirements.
