Amends Arizona law to establish the Arizona Citizens Marksmanship Program administered by the Department of Emergency and Military Affairs, providing firearms training to eligible citizens and allowing the department to sell firearms, accessories, and ammunition to fund the program.

Modifies the composition of Arizona's militia under section 26-121 to include all able-bodied residents at least 18 years old capable of acting in concert for common defense, removing the previous age cap of 45 years, contingent on voter approval of a constitutional amendment.

Clarifies that Arizona-manufactured firearms remaining within state borders are exempt from federal regulation and must be stamped with "made in Arizona" on a central metallic part.

Establishes that members of the militia are authorized to privately purchase and possess "particularly suited firearms or equipment" including semiautomatic handguns, shotguns, and rifles configured with equipment used by U.S. armed forces or authorized by Arizona law enforcement.

Sets the Arizona Citizens Marksmanship Program to terminate on July 1, 2028, and establishes a dedicated fund for the program consisting of private grants, gifts, and proceeds from equipment sales.
