Amends Arizona DUI/OUI laws to replace references to "drug metabolites" with "any of the drug's active or inactive metabolites" in sections 5-395, 28-1321, 28-1381, and 28-1385.

Clarifies that the presence of drug metabolites in a person's body constitutes a DUI violation, except when the person possesses a valid prescription for the drug or section 36-2802, subsection D applies.

Applies the metabolite provisions to motorized watercraft operation, motor vehicle operation, administrative license suspension, and implied consent testing procedures.

Requires law enforcement to consider both active and inactive metabolites when determining DUI violations related to controlled substances, providing clearer language for prosecution and testing standards.
