Adds "opioid use disorder" to the list of debilitating medical conditions that qualify patients for medical marijuana use in Arizona.

Creates new definition of "attractive to minors" for marijuana packaging and labeling, prohibiting cartoons, designs resembling non-cannabis consumer products, symbols or celebrity images commonly marketed to minors, images of minors, and words associated with minors.

Prohibits nonprofit medical marijuana dispensaries from acquiring, possessing, manufacturing or selling marijuana products packaged or labeled in a manner attractive to minors.

Clarifies that marijuana plants used by qualifying patients and designated caregivers are not required to be in enclosed, locked facilities if being transported during a move.

Requires three-fourths affirmative vote of both legislative houses for enactment and makes the bill effective December 31, 2018.
