Establishes unprofessional conduct for licensed health professionals (physicians, osteopaths, naturopaths, homeopaths) who recommend medical marijuana for conditions other than debilitating medical conditions as defined in state law.

Prohibits health professionals from making false statements in written certifications provided to the Department of Health Services regarding a patient's debilitating medical condition diagnosis.

Requires the Arizona Medical Board, Board of Osteopathic Examiners, Naturopathic Physicians Medical Board, and Board of Homeopathic and Integrated Medicine Examiners to submit annual reports by November 15 detailing suspected unprofessional conduct notifications and investigations related to medical marijuana recommendations.

Mandates annual reports be submitted to the governor, legislature leadership, Department of Health Services, relevant committee chairpersons, and the Secretary of State.

Prohibits annual reports from including identifying information about physicians to protect privacy.
