Repeals sections 41-1609.02, 41-1609.03, and 41-1609.04 of Arizona Revised Statutes, which previously authorized private prison contracts.

Requires the director of the state department of corrections to terminate all existing private prison contracts with 90 days' written notice and relocate all prisoners to state facilities.

Amends section 41-1609.01 to restrict future contracts to public institutions only, establishing criteria for cost savings, service quality equivalence, financial documentation, insurance coverage, and liability requirements.

Removes references to private prisons from the alcohol abuse treatment fund statute and inmate medical services provisions.

Directs the Arizona Criminal Justice Commission to report by January 1, 2019 on state prison facility capacity and recommend expansions if necessary to accommodate relocated prisoners.
