Requires children under 2 years of age to be in rear-facing child restraint systems unless they weigh at least 40 pounds or are at least 40 inches tall, in which case forward-facing systems are permitted.

Maintains existing requirements for children 5-7 years old and under 4 feet 9 inches tall to be restrained in child restraint systems.

Establishes that child restraint systems must comply with manufacturer height and weight limits and federal safety standards in 49 Code of Federal Regulations section 571.213.

Maintains civil penalty of $50 for violations, with penalties deposited into the child restraint fund capped at $20,000 for purchasing and distributing systems to indigent families.

Requires hospitals to provide parents with information about this law and local child restraint system loaner or rental programs before releasing newborns.
